According to the goal set by Julia Gillard government, about 40% Australians aged between 25 and 34 will have a degree of higher education. However, experts’ analysis showed that overseas students occupied a large proportion of the targeted people. And as the amount of overseas students is becoming less and less, it might be hard for the government to achieve its goal.


Although Australian Bureau of Statistics (ABS) excluded foreign residents when counting the completion rate of higher education, overseas students were included. Because according to the change of policy in 2006, people who have lived in Australia for at least 12 months during a period of 16 months can be considered as Australian residents.


Through analysis of model, experts of Monash University found that the proportion of Australians aged between 25 and 34 who have a bachelor’s degree increased from 25% in 2003 to nearly 35% in the middle of 2009. And overseas students should account for the fast growth of this group.


Professor Bob Birrell and his colleges, who work in the Population and City Research Center of Monash University, found that the amount of people aged between 25 and 34 who have a degree increased by 215,000. About 90,000 of those people are overseas students who cannot get permanent residence in Australia or who have no intention to live in Australia permanently. Another 30,000 people are overseas students who have got permanent residence. And other 50,000 people are skill immigration. Generally speaking, only less than 14 of the added people are Australians.
